Open Shout to the Friendslist....

Does anyone know how to get tags or memories to appear in your journal layout (I mean a complete list of your tags so that you can click them) and if you have to use a specific layout to do this? I am trying to do this on one of my communities and it is not an intuitive thing and I cannot find it on the FAQ.
